UK and France Plan to Send Military Personnel to Ukraine if a Ceasefire Accord is Finalized

The British and French governments have formalized a memorandum of understanding concerning the deployment of troops in the nation if a ceasefire be made with Moscow, the British leader, Starmer, has announced.

After talks with Ukraine's allies in the French capital, he indicated that the UK and France would "create defense centers in various parts of Ukraine and erect protected facilities for arms and defense matériel" to discourage any future incursion.

The coalition members also suggested that the America would assume leadership in monitoring a truce.

Moscow has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has so far not commented on this recent declaration.

Context and Ongoing War

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces currently controls approximately 20% of the country's land.

"This represents an essential component of our vow to stand with Ukraine for the long-term," stated the UK Prime Minister.

Top officials and high-ranking officials from the "Coalition of the Willing" were involved in the Paris negotiations.

Speaking at a combined announcement, the Prime Minister noted: "It creates the pathway for the operational parameters under which allied and coalition forces could work on Ukrainian soil, protecting Ukraine's air and maritime domains, and restoring Ukraine's military for the years ahead."

The UK prime minister also stated that London would participate in any US-led monitoring of a prospective truce.

Defense Assurances and Negotiation Stances

Senior US negotiator Steve Witkoff stated that "lasting security guarantees and robust prosperity commitments are vital to a enduring ceasefire" in Ukraine – mentioning a major condition made by Ukraine.

Witkoff said the allies had "largely finished" their work on finalizing such assurances "to ensure the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also participated in the discussions.

Meanwhile, French President Emmanuel Macron said that Ukraine's partners had made "major advances" at the talks.

He noted that "comprehensive" safety pledges for Kyiv had been settled upon in the event of a potential truce.

President Volodymyr Zelensky said that a "significant step forward" had been made in the talks, but cautioned that he would only view efforts to be "adequate" if they resulted in the cessation of the fighting.

Recently, he said a peace deal was "90% ready". Finalizing the last 10% would "determine the outcome of the peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the heart of ongoing disputes for negotiators.
  • Moscow has often said that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any middle ground over how to end the war.
  • Zelensky has so far excluded surrendering any territory, but has floated the idea that Ukraine could move its troops to an agreed point – but only if Russia follows suit.

Russia presently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The pair of oblasts form the heartland of the Donbas.

The original US-led 28-point peace plan that was extensively reported to the media last year was viewed by Kyiv and its European allies as being disproportionately favorable in Moscow's favor.
